Next to the green progress bar in the gui there is a meter icon that allows you to set throttle settings for upload/download speeds.

@lucascosti’s suggestion is perfect for “in the moment” adjustments, but if you want to have it set automatically with the job there are also some parameters on the last step of editing that are something like --throttle-upload-speed and --throttle-download-speed.
