According to discussion in that thread I linked (specifically this message), there are ‘certain types of files’ that trigger this issue, Duplicati databases only being one possibility. I’m not sure what other types of files the author meant.
Are you using VSS snapshots? I wonder if you enabled snapshot-policy if the problem would go away.
