It sounds like you’re the third Windows 7 user to run into this error, (though the others were on 2.0.2.1 and 2.0.2.14):
I have a few questions that might help narrow things down:

Is there any useful info in the referenced
C:\Program Files\Duplicati 2\Duplicati.WindowsService.InstallLog
file? -
Did you get to 2.0.3.3 via an install (like from a
.exe
or.msi
file) or a GUI based update from an earlier version? -
Are you running any antivirus tools that might be blocking or otherwise “sandboxing” Duplicati?
You shouldn’t need to change command line at all - what you’ve posted above looks right to me.
And I haven’t heard of this anywhere else (just 3 Windows 7 mentions) so my guess is it should work fine on your Windows 10 machines - UNLESS the cause of the issue is something outside of Duplicati (like antivirus tools).
