in the Case of DB Lost why can a Data Restore proceeded or the DB new created?
By Duplicacy we don’t have any Local DB.

The only information that is lost if the database is recreated are log messages and the hashes of the remote volumes. The cited page is best for a permanent DB recreate after restoring the job.
Import and export backup configurations can help to restore the job config.
Direct restore from backup files is an alternative without a job. It still needs
some critical information though, so make sure you keep that safely stored.
This method builds a partial temporary DB, so can be faster for one restore.
Restoring a bit at a time is probably faster if you make permanent DB in job.
