The steps you’ve taken are about right for what you ran into (and yes, we know it should be easier to handle this situation).
When you see the “Verifying backend data” message can you try looking at the “lastPgEvent” in “About” → “System info” → “Server state properties” (near the bottom) and see that “Phase” is being processed?
