Connection to AWS requires Get User Action

In AWS console I created:
User Name = 'Duplicati ’
Group = ‘File History’
Name is assigned to Group
Group controls permissions. Group is assigned ‘Power User’ permission policy (with386 services).
Duplicati’s Test Connection fails with “No identity based policy allows the iam:Get User action”.
Unable to locate the Get User action in very large set of AWS permission policies.
Assistance in closing this gap and getting Duplicati working requested and greatly appreciated!
