I had exactly this problem. After a bit of digging, I found the PATH was wrong when running from service duplicati start. To fix, just add this to your /etc/rc.d/duplicati
PATH=/sbin:/bin:/usr/sbin:/usr/bin:/usr/local/sbin:/usr/local/bin:/root/bin
