The new version 2.0.2.19_canary_2018-02-12 seems to have resolve the issue for me! After a repair, I was able to perform a successful backup to my local disk! 
So I think this issue can be closed.
I think it also apply to local drive backup. I forgot to change the 100kb/s throttle when trying this new version, and it seems to be used:
